I suspect the 9 billion dollar navy contract (which includes 400,000 desktops) is a major upgrade which will include large capital investment in new hardware. How would you spend 9B on services only?!? Further, the news mentions security as important--so it probably includes secure Win2000 servers and workstations. NT has a high security certification.

How much would 400,000 NT 2000 server licenses go for?
