It is true that the Pentium III, by yesterday's guidelines, is a "supercomputer", but that is not the focus of concern. It is still true that without some of the top-of-the-line stuff that we have sold them, they would be years behind in high-tech military development.

It is true that there have been violations from the companies, but some applications are a result of relaxed restrictions.

Doing trade with China and restricting sensitive technology is not supposed to be incompatible.

You are simply ruling out the possibility of the Democrats knowing the source of the money because you think that the
chance of a quid pro quo is obscene. I admit, it is hard to believe anyone would go that far. On the other hand, it is hard to understand why the Administration shrugged off evidence of a major security breach in '95, or why the Department of Commerce was given sole discretion on the licensing of sensitive technology. In a case like that, saying that it is "unthinkable" is insufficient. Even if there is nothing there, it ought to be aired.

On the last, thanks for the exemption. I suppose that being viewed as misguided is not so bad under the circumstances.
