Although forming a national oil cartel might give the U.S. strength in oil negotiations, it would never pass the muster of due consideration in a Bush Administration. And this would be true even if such a cartel would be needed in a national emergency.

Fact is, Bush is locked deep in the goo of big oil. He's never proven, as Gore has, that he'd go against the interests of those who've heavily funded his campaign. Gore, took money, and went against the entertainment industry; Bush would do no such thing to big oil.
