Study the dates. Bush only responded once he knew he was running for president. For the past seven years he did nothing. Seven years of unregulated pollution takes many years to begin cleaning up.

Also look who roll-call of heavy polluters who gave Bush his first money. A big part of that huge nest-egg which kept everyone but McCain out of the race, then beat McCain. They literally bought GW the nomination. And they hope they can buy him the presidency. And if he wins you can expect massive deregulation of the oil business. You can expect the EPA and Department of Energy to be cut to the bone or even eliminated. He will need to eliminate entire parts of the government to afford his big tax cut. Bush won't tell you all this now but the #1 loser if GW wins will be the environment. The winners will be upper income tax-payers. And the bigest winners of all will be the very same heavy-polluters who paid for his nomination. This is the oil mafia behind GW. Almost every one of his key people is from the oil business. Even Condaleeza Rice. Chevron named an oil tanker after her.
