If the SEC had such a requirement it would have to be for the benefit of MRV stockholders giving them notice. I know that there have been no such filings by MRVC. No need to research that. Now could it be that the SEC forms are filed by FMR alone and thus invisible to us folks following MRV unless we keep track of the filings of all the entities holding more than 5% interest. Not likely. Just imagine what would happen to the price of MRV stock if they had to file a SEC paper in advance their intention to unload 3,235,368 shares of stock. I think the S-13 quarterly filings that we have seen are all that are required.
