OT Bush advocates only allowing individuals to invest a portion of SS dollars--not all of it. They still have to keep the majority in Government Bonds. If some people lose money investing, then plain and simple their standard of living goes down. Risk/reward system. There's an old saying that you don't get something for nothing.

If you don't pay taxes you pay fines, penalties and could go to jail.

SS is insurance, but I liken it more to life insurance than car insurance. With life insurance, you know your beneficiaries are going to get the money back eventually. With car insurance you might never get any money back. With SS, who knows.
