Did IRAs have a "prior legal and social obligation" to pay anyone else other than the individual beneficiary who set up the account when established?

No. They did/do not.

Social Security does.

Under the Bush plan as individuals divert money to individual accounts the problem of how to pay the prior obligations which those diverted dollars can no longer be used for is unaddressed... and estimated at 1 trillion dollars. Bush has also promised to do this tranisitoning per the last debate without raising the retirement age, payroll tax or cutting benefits.
