The Athlon was introduced 16 months ago, and its unit volume is still less than that of the K6.

It does indeed take 18 to 24 months for a new generation to replace the prior generation as the volume leader, in units.

Wouldn't you say that the Athlon's delay was due more to the ramp up of a new fab (Dresden) than because of the chip itself?

Intel, until this latest article, had indicated that they would have good volume by the end of 1H, 200l. Clearly, that forcast has changed significantly.
