I don't think this is true at all. The government of Israel and the Palestinians were very close to a settlement, and the proposed settlement which was very favorable to the Palestinians was opposed by hardliners on both sides. Sharon's visit to the Temple Mount was provocative and was intended to be. It is almost certain that he will succeed in breaking up the settlement from the Israeli side. There are also numbers of hardheads on the Palestinian side who oppose settlement on anyterms.
