I've followed, and participated in, the open building discussion for years. It would appear that someone is about to tame the Wild West. In many ways the open building issue resembles that of the ISP open access issue facing the MSOs on cable tv systems.

However, when the competing carriers finally get their way (an event that I would applaud, in principle), reality will set in in many structures, because of the simple physical limitations that exist. Blood from a rock, and all that jazz.

Many buildings don't have the space -both in their telco easements and riser shafts -- to accommodate in a professional manner more than a handful of carriers. And most of the buildings that do have the space already make said space available, for a fee. Building owners and landlords have to make a percentage on their investments, too.

Which bodes well for the building LECs (BLECs), if the other carriers agree to extend their services and SLAs to their subscribers via BLECs. That's where the fly in the ointment resides: Many carriers will not guarantee their services, and wind up not providing them at all, if they must be carried in part by someone else over the last thousand feet.

While these issues don't "necessarily" affect WCII's standing in these matters to the same extent that they affect wireline carriers - partly because in some instances they will be entering from the top down, instead of from the bottom up, I thought that I'd offer them, just the same.
