Beg to differ. You made no mention of Klan cross burnings at their own meetings. You used an example of cross burning in someone's front lawn.

Below is the example you used. Clearly as far as federal law is concerned there is much more going on with this bit of "symbolism" than vandalism or harassment

Only elements of the crime divorced from symbolism can be prosecuted, such as vandalism or harassment. Thus, in certain instances where I might agree to a hate crime law, such as cross burning on someone's front lawn, it is actually unconstitutional to punish the symbolism.

The above clearly indicates you don't think the symbolism can be punished beyond misdemeanor crimes. Not true.

Had these guys burned a sack of garbage on the man's lawn then there would be only harassment and vandalism involved.

If you can't see the difference, you need more than glasses.
