Charley--Are you telling us that only big oil interests should get big oil deals in order to dribble out distribution into hard-pressed communities? Are you saying that only big oil interests can be the awarded these loan contracts because they are most in touch with the folks who'll be most in need of this home heating oil?

Now, I don't know the specifics of the award distribution from the oil reserves, however, I do understand no final decision has yet been made. I know that 10 separate proposals have been set out and, if deemed eligible to comply with the terms of the program, the oil will then be loaned into their control so that it can be distributed to communities most in need.

I find it interesting that the Republicans are now complaining that minority interests could actually play a role in this emergency oil distribution.
