There are several companies who track all of the local sales tax rates and provide the information electronically, and one which will even guarantee the info by paying any charges for tax incorrectly calculated using their data. Most of the direct players have incorporated some version of those mechanisms into their software, in case the tax rules change. But at least for the moment, DELL is playing by the rules.

BTW the calculation is not as simple as it sounds. CA has several municipal rates even within a single zip code so the lookup has to be done against a street mapping database.
