Mike, Part of the revised ratings is performance and pay rating for the analysts. To get points, they need to lower their ratings so that they can get some points by raising the rating and having the prediction come true. If Institutional Investor(the publication) changed their measurement system to disallow rating changes made after news is released but before the market opens, another incentive for analysts to show good hindsight would be reduced.
