We are against quotas, set- asides, time tables, and the "race norming" of qualifying tests. We are in favor of making efforts to find qualified candidates among minorities, helping them overcome barriers to participation, increasing remedial programs that would improve participation, and other things to promote diversity that are compatible with maintaining performance expectations.
