It appears to me that the "cost" of both programs from the government perspective of lost revenues plus increased spending is about the same. Whether it is or not is likely irrelevant since both plans rely on future assumed economic conditions and neither plan has been filed with congress yet.

However, as an individual taxpayer, I highly resent Gore's "targeted" tax cuts. The fact that government should want to control the way I live to allow me to keep more of my own money disgusts me.
