All multi tasking multi user systems have a "user" time clock where the system can measure and report the time the CPU spent on a particular app for a particular user.

Of course compilers etc. could still be beta, thus effecting the results. But isn't that the biggest problem with Merced in the first place. It depends on compiler optimisation so much that all compilers for it probably will be in beta all their lives.
