Yes, many do argue this -- that's why Gore wants to impose taxes that capture "externalities" -- but if you have to tax to get the costs in there and the harm is still done to the environment all you have done is added a tax that supposedly sends the right price signal, but how can the price signal be right in the long run -- the additional tax dollars won't be use to alleviate the environmental damage ... Free markets may fail us in some regards, but my own view is that people who think they know better -- correcting for this and that -- usually do a whole lot worse ...
