Federal and state governments have a limited role in "equalizing" local school budgets. Equality is not the same thing as equity. For example, a school system with an aging plant and a higher proportion of at- risk children must spend more money on maintenance and repair, remedial programs, and incidental services. A school system with newer buildings and students with good home support needs less money. It is not up to us to make their budgetary decisions. Even in instances where the voters have refused to adequately fund their schools, it is not up to voters in other localities to give them a free ride and relieve them of responsibility. Federal and state grants ought to be targeted to districts where it is probable that need outstrips resources, rather than seeking some sort of budgetary equality across the board.......
