What planet were you on in the 80's? I remember clearly when Reagan had them all thrown out on the street. I live near the veteran's hospital. Suddenly they were everywhere. A lot of pathetic people who didn't know how to survive.

Hi Rambi, I'm afraid Spirit is right about Reagan clearing out the mental institutions. The mother of one of the foster children that I raised was one of them. She was definitely in need of constant care, but was tossed into the streets to live on welfare. She didn't even know how communicate anymore, much less how to take care of herself and figure out how to cash checks, etc. That was 20 years ago, and we have no idea if she is even alive, because that was the last we saw of her.

I remember well how Reagan turned the issue to his benefit by claiming that he was liberating those who were, in effect, held prisoner without trial. We all know how he was good at using the freedom issue to tug at our hearts. He took the initiative on this issue.

Although the reviewing of institutionized patients was begun earlier, there was a large increase in those tossed into the streets after Reagan made his appeal to set them free.
