Frank: Let's assume the opposite, just as a basis for discussion. Let's assume that the record deficits were run up during a 12-year Democratic presidential stint from '80 to '92 and that a Republican administration from '92 to '00 finally balanced the budget for the first time since the administration of Andrew Jackson. Do you not think that the Republicans would be patting themselves on the back for balancing the budget? Of course they would. Of course they would take credit for such.

To assume that Clinton played no role in this economic surge is ridiculous.

The fact of the matter is: Bill Clinton is more "Republican" than many Republicans in the area of fiscal management. Under his leadership good things happened. That's all the American people care about. The history books aren't going to say Newt Gingrich and Tom Delay and Trent Lott led the country back to economic recovery after 12 years of record deficits. History books are going to give the credit to where it belongs: the Clinton-Gore administration of peace and prosperity.
