I think you have to pay for the second stick.

I find that very hard to believe. It's more likely that the register is wrong. They would not be selling unmatched, non-working mobos. They are tested working with matched sticks after all. IMO, the register is wrong or somehow they are using 2x32MB RIMMs which doesn't make sense either since they are not available AFAIK.
