no, there are benchmarks all over the place of 1.2 and 1.3 GHz P4's.

Did you ever see a benchmark of a 400 MHz Athlon before the Athlon release? no, there weren't any

what is the assumed distribution? If it is normal with mean 1.4/1.5 and std 30% then half of the parts would be below 1.4/1.5 level.
