I don't know about the Concordat, but a German friend tells me that to this day if you indicate membership in a religion on your official documents, the German government collects an additional tax from you and remits it to the church of your choice. Revision of this rather archaic procedure is, naturally, opposed bitterly by the churches, particularly the Catholic Church. I wonder when this practice started, and under what circumstances.
