There's plenty of blame to go around, including to the much revered Q....

Go to the following FCC search engine

type 99-328 in the "Proceeding" block and "Qualcomm" in the
"Filed on Behalf of" block and read the sad 16 page story:

The Qualcomm G* UTs "may not be in compliance with Section 22.921 because units manufactured after February, 13, 2000 do not include a separate capability for processing 911 calls that allow calls to be handled by either analog cellular carrier operating in the area." and are accordingly not permitted to be sold in the US.

Q says in its filing that phones built before 13Feb (and therefore available for sale in the US) are expected to be sufficient to meet demand until November, by which time it expects to have a patch available to fix this problem in phones built after that time, (and which it will make available to phones already sold.)
