Rand Report - the first time they only evaluated the scores. The second time they looked into how the tests were administered. And they found - lo and behold - the state government forced teachers to tutor the kids on the Texas State tests before they took them so they could make higher scores. Obviously a ruse to cocneal what is really one of the worst state education records in the US. Worst teacher pay, por drop-out record, lower scores, lower minority scores, more teen drug use as national average goes down, more crime in schools, more guns in schools, etc.
