Last Rand Report helped the GOP enormously with its timing. How can you say they've suddenly changed allegiances? Fact is they have no allegiances but they admit once they found out the truth behind the Texas education scam they wanted to correct themselves BEFORE the election lest they be blamed for the oversight and therefore be criticized for being partisan. Rand is in no way partisan. They just realized they'd been bamboozled and they wanted to correct their assessment. You would too if you were them.

We stand behind the quality of both this paper and of our July report on the meaning of national test scores across the country, which also sparked considerable controversy. The timing of the release of both reports was based on the same, constant RAND standard; we release our work as soon as the research, review and revision processes are complete.
