Correction:
The impact of Cosmic Rays in creating circuit malfunction was found by NASA in early 60's on the first communication sattelites.

In the mid 70's Intel began to notice soft errors on memories, and this phenomena baffled its engineers. Gordon Moore remembered the data from NASA, and speculated that Cosmic Rays were again the cause. Two engineers at Intel , Tim Mays and Murray Woods were assigned to check out this possibility. They found that it wasnt Cosmic Rays, but Alpha Particles from Chip packaging, that were the culprit.

I have heard the story that Intel actually has cornered the market on the critical supply of low alpha lead by buying up
the only two sources where it is currently mined. I heard they also had to agree to make it available to competitors. I can't vouch for the validity of this but that is what I heard. You may want to ask some of your Intel cronies. I'm sure they can provide you with all the details.
