John: I am not sure there is a "therefore". Neither side wants uncertainty. It is RUMORED that this case would have settled, but for the States' intransigence. Since at least some of the states have no real vested interest in the outcome, other than cash, it is believable that the only reason they are hanging around is to get some "tobacco" money. BTW, the county that I live in got $83 Million. These are only indications, there is no resolution, there are too many variables.
