Re: "By your definition, when you're "layout complete" you can tape-out. This makes project management Difficult. "Layout complete" is a very important milestone and I don't think should be merged with tape-out.

If your layout is complete, just what keeps you from taping out? I hope you're not going to tell me timing tweaks, logic and DRC fixes. If that's the case then your layout isn't complete.
