I believe that is a misrepresentation of Bush's position. Actuaries disagree with your position. You are overlooking the fact the money the individuals don't pay in is still in play in the social security mix. It is just invested in the private sector which will compound and grow nearly exponentially over time. As these private sector investors arrive closer to retirement they will have substantial retirement funding in their personal, owned accounts.
