Let's try something different.

Two fundamental principles for health care:

1.) All Canadians have the right to timely, appropriate treatment.

2.) No Canadian should face financial ruin as a consequence of a catastrophic illness.

Doesn't this cut to the chase? Forget about tiers, "pillars", and get down to what matters.
