You make a good point excepting we have to remember; The President proposes and the Congress disposes. I don't believe the military has ever had a high position with Clinton and Gore. I also believe Clinton and Gore have a tendency to want to subvert our military to the command of the United Nations. I don't fully understand, other than funding approval, where Congress would have the control the President, the Vice President, the joint chiefs of staff, the pentagon would have. Also, the downward spiral probably started on January 20, 1992.
