Three days ago, the Republican Congress was budgeting more for education than the President asked for. But the Democrats on the House floor were screaming and whining for hours over the fact that the Republicans wanted to let local school districts decide how to spend it, while they, the Democrats (and Clinton) want the Department of Education in Washington to dictate to the districts how much is spent for construction, how much for teacher hiring and training, special programs, etc.

That's typical of what the whole budget battle is about, and I'm sure it was a similarly political agenda with the defense budget issues. This is typical of the Democrat agenda. The want control. Political power is paramount, solutions are extraneous. Anybody who watched the floor debate on C-SPAN knows.
