Was this a typo?

There is no MPEG3 standard. It hasn't been defined. There is MPEG2 and there is MPEG4, but not MPEG3. However, no one in the industry has commercially implemented and shipped MPEG4 - it's still in the acedemic labs - thoughtware.

I suspect you meant MPEG2, with some added enhancements to speed up compression.
