Cutting back people always hurts ;-). But I believe I know what you mean.

As for other countries' environmental standards, I doubt they would have agreed to anything if the US were unwilling to take the lead. I'm willing to pay that price, as a citizen of this country (that I would argue can afford it). At any rate, and it's sad that it works this way, ultimately the driving force for cleaner air will come from people/countries as they realize the real costs of pollution (health of themselves as well as the land, and the quality of life that comes and goes with that). It does seem to be happening here, albeit slowly.
