The shrub - LOL ! Are you worried about political zealots doing text searches a la "ho-li one" ? Interesting discussion anyway. And yes the VAT/sales tax thing is just a way of raising tax without making income taxes look too high. I agree with the gradual introduction of taxes to avoid transition problems but on the subject of govt trying to tax you into preferring certain goods over others - I think there is an ecological/environment cost of certain goods that needs to be worked into the tax system. EG, if you are going to use several gallons of deisel to bring a powerboat up to speed and create a huge cloud of smoke in the process, I think you should be taxed much higher than the cost of the fuel involved, or the govt's desire to profit from that consumption.
