Political aside:
I still enjoy watching politics, and have several close friends who are active in politics. And, even if I had the choice I would probably not take the option of disenfranchisement. In a system where this would be an option, many people would choose disenfranchisement over paying taxes, and so a single vote could become very powerful.

I'd like to see civic virtue restored. I think that voter testing or poll taxes are interesting ideas in this vein. They were horribly misused at one time, but this does not mean that they are bad ideas per se, nor that they could not be administered fairly now.
