You also can't institute a voter exam regime unless you institute an effective voter education program with the complexity of the programs out there. It's difficult enough to really assess the parties when you see the line items that kill various bills such as Patients' Rights or the various regulatios or mandates that hamper Welfare Reform. There are all manner of poison pills in dead bills inserted by the parties to try to gain political points.

Flats, at minimum I think that those who want to vote should have to pass the same test as immigrants do prior to naturalization. However, I do not think that literacy tests are a good idea. Literacy is a skill rather than a body of historical and political knowledge that can be easily tested.

I must say I would never agree with any kind of voter exam or whatever... jeez you have to trust people to do SOMETHING! Can you imagine the buracracy and bickering over that one?? ho ho ho
