I didn't say I'd like to see a settlement pretty damned quick; I said I'd like to see our aid package to Israel made contingent on real progress. There are a number of forms that could take, a cessation of deliberate provocation - and punishment of those outside of government who engage in deliberate provocation - being only the most obvious. The Israelis will have to take the initiatory role, inevitably, and the Palestinians - not just Arafat - will have to respond. The Israelis will have to convince the Palestinians of their sincerity. It will not be easy, but unless we see real effort and visible results, I see no reason to go on flinging money at the Israelis.
