No LBJ and Carter made the debt a requirement thanks to wasted money on social programs, and a grossly mismanaged military during the Carter Administration. I will point out that the end of the Cold War (credit goes to Reagan), is what made balancing the budget possible (credit goes to Clinton and the Republican Congress).

Republicans forced the dems to balance the budget. the whole time Clinton was blaming the entire Republican party for extorting him and the nation. He continued to say that the reason your SS checks are not in the mail was also because of the republican party. He then allowed a balanced budget to go forward against his will and surprise, the bonehead took the credit for the Republican windfall.
