The arrow points to a little hole you stick a pricker into.
You can also vote the ballot freehand as the punch outs are numbered.
Then again, a lot of Gore supporters never had to take a test...so maybe it was confusing. Then again, what wouldn't have been?

Buchanan's arrow points to the Democratic ticket, and Gore's arrow points to the socialist ticket. That seems pretty confusing to me.

The punch holes down the center are not shown in the reproduction. The arrows from the candidates point DIRECTLY to the corresponding punch holes. You appear to be an idiot as well.
