I agree there should not be such a long grace period. The DOD experimented with internet voting specifically to assist with participation by armed services members overseas. Using the "secure" defense network.

It seems absentee ballots are slow to count in general - probably the verification that people only voted once? In Oregon I believe they are comparing the signatures with voter registration cards. Saw on the TV - at least they use computers for the registration cards rather than pulling them out of a hard-copy file. Maybe just need a first stage automatic comparison then hand-check the remainder (like the USPS).
