From what I understand, there are provisions in Florida's law which prove the ballot used was illegal.

According to a expert on FL election law who appeared on PBS last night one of those provisions is that the candidates be listed in alphabetical order.

The burden of proof here is on the group contenting the ballot is illegal. To answer your question, the ballot is legal because it is 'not illegal'. By the way, Florida election law says you choose a candidate by marking an 'X' to the right of the candidate or party's name. I suppose a case could be made there.

Why would 19,000 pro-Gore voters choose a combination of Gore AND any of the other presidential candidates and then turn their ballot in, thereby disqualifying themselves from the process.

PartyTime, tell me the truth. If you had double marked your ballot - by accident, would you not have talked to the local polling official and gotten another ballot? Come on, PartyTime. What's up with that? Are the Republicans at fault in this instance? This is silly.
