If there is a revote anywhere, then I believe only a national revote would be fair. After all, it would seem any kind of revote would become a battle of the get-out-the-vote campaigns. And by limiting the region of "revote" to a "non-representative" subset of the nation, the results would be patently unfair, no matter which way it fell.
