It may need to go into the house of representatives to make the final decision.

That's not called for in the rules, unless there is a tie in the EC.

What happens if this mess isn't resolved by the time the EC is held? It seems that neither candidate would get a majority vote. If that's the case do we default to the House picking the Pres. and the Senate picking the VP?
