I have one problem with all the studies that assume we can get a better return as a nation by shifting the SS money into stocks etc...

As we shifted the money we would raise stock prices - which in turn would lower the future long term expected return from them.

I think the best we can do as a nation from a return perspective is "the real GDP rate of growth minus the cost of administration". I think there are all sorts of leveling effects within the economy. The overall return on the variety of investment options for capital is somehow related to the GDP growth.
