Since you are an expert, how would this campaign for the popular vote differ from one for the Electoral College?

The popular vote has no legal significance, but it certainly will have political significance. If GW wins the electoral college by less than ten votes, and loses the popular vote, he will be precluded from using the word mandate for the next four years, unless he wants to be laughed out of Washington (not that he wont say a good deal of other things that will lead to the same result).
