Well, I guess voters had one of the following: (1) poor reading skills; (2) poor math skills (billion is what?); or (3) looked forward to receiving their share of the money without realizing they were also the source of the money.

Good thing Oregonians also voted to "adequately fund schools" to achieve state mandated education goals or the legislature must provide an "explanation." Sorry I can't explain this ballot measure any better. The explanation includes this nice sentence, whose idea I have never quite been able to decipher: "Also requires establishing equalization grant system to eligible districts whose voters approve local option taxes, consistent with any legal obligation to maintain substantial equity in state funding." Some districts get more money if they raise more locally but only if everyone is basically getting the same?

Hopefully Oregon and other state's experiments can be observed by other states so they can create even greater confusion.
