Yes, the answer is somewhere in the middle which is why I hope this will encourage some constructive dialog. Cost/benefit analysis of government regulations that affect property value? The question I always have when considering "takings" is what about the "givings" that some property owners receive due to government regulations? For example, re-zoning property from agricultural to high-density residential?

Perhaps it would be appropriate for measures that increase costs to government be required to provide a source of funding either by shifting from an existing source or adding a new one. A different ballot measure was criticized (increase federal tax deduction on state returns) because there was no clear idea of how the reduction in revenue would be covered in the state's budget.
